The Fiend of Wind, Tiamat, dwelled at the Altar, draining the power from the Crystal. After the Warriors of Light defeated Tiamat, they approached the Wind Crystal with their own crystal shards, restoring its light.

GAME INFO
The Altar of Wind is located on the 5th floor of the Flying Fortress, behind where Tiamat is fought.

NAME ORIGIN
An altar is an elevated structure at which religious rites are performed. Wind is the name of air in its natural motion. Air is one of the four classical elements present in the old world mythologies. The word comes from the Old Norse word vinda.
In the original NES release, the text accompanying the Altar of Wind sprite does not appear when the player approaches it. The text was present in the Japanese version however.
